District heating system

On September 19, 2022, the Act on Special Solutions for Certain Heat Sources in Connection with the Fuel Market Situation (Journal of Laws of 2022, item 1967) was published, which came into force on September 20, 2022.

We would like to inform you that the Municipal Social Welfare Center in Myszków, ul. Pułaskiego 7, is responsible for handling applications for the payment of supplements for households using certain heat sources in Myszków. Applications for the above-mentioned supplement will be accepted starting from September 26, 2022.

According to the provisions of the Act, the following are entitled to use certain heat sources: a person in a household, in cases where the main heating source is a solid fuel boiler, fireplace, stove, air heater, kitchen stove, coal-fired kitchen stove, or tiled stove with solid fuel, powered by wood pellets, firewood, or other biomass, or a gas boiler powered by liquefied petroleum gas, or an oil-fired boiler registered or reported to the central emissions inventory of buildings, referred to in Article 27a (1) of the Act of November 21, 2008, on support for thermomodernization and renovation, and on the central emissions inventory of buildings (Journal of Laws of 2022, items 438, 1561, and 1576), until August 11, 2022, or after that date – in the case of main heating sources reported or registered for the first time in the CEEB, as referred to in Article 27g (1) of this Act.

The supplement for a household is a one-time payment of:

– PLN 3000 – if the main source of heat is a solid fuel boiler powered by wood pellets or other biomass, excluding firewood;
– PLN 2000 – if the main source of heat is an oil-fired boiler;
– PLN 1000 – if the main source of heat is a solid fuel boiler, fireplace, stove, air heater, kitchen stove, or tiled stove powered by firewood;
– PLN 500 – if the main source of heat is a gas boiler powered by liquefied petroleum gas.

A household is defined as: a single individual living alone and managing a household (single-person household), or a physical person and persons related or unrelated to them, living together and managing a household (multi-person household).

For the purpose of submitting applications for the payment of the supplement, it is assumed that one person can be a member of only one household.

In the case of submission of an application for the payment of the supplement for a multi-person household by more than one person, this supplement is granted to the applicant who submitted the application first.

In the case of more than one household residing at one address, one supplement for households is granted to all households residing at that address.

In the case of submitting an application for the payment of the supplement for more than one household with the same address of residence, this supplement is granted to the applicant who submitted the application first. The remaining applications are left without consideration.

The supplement is not granted to households covered by a positively reviewed application for the payment of the coal supplement, as referred to in Article 2 of the Act of August 5, 2022, on the coal supplement.

The supplement is not granted to a person in a household for which solid fuel has been purchased at a price from an entrepreneur, as referred to in Article 2 (1) of the Act of June 23, 2022, on special solutions for the protection of recipients of certain solid fuels in connection with the market situation of these fuels (Journal of Laws).

Applications can be submitted:

– electronically using the ePUAP platform;
– on paper at the Municipal Social Welfare Center in Myszków, ul. Pułaskiego 7, from Monday to Friday, between 8:00 am and 2:30 pm.

In the case of submitting an application for the payment of the supplement using electronic means of communication, the application should be accompanied by a qualified electronic signature, trusted signature, or personal signature.

The application for the supplement can be submitted until November 30, 2022.

Applications for the payment of the supplement submitted after November 30, 2022, will not be considered.

The granting of the supplement does not require the issuance of a decision (a decision is only issued in the case of refusal to grant the coal supplement, revocation of the right to the supplement, or a decision regarding the wrongly received coal supplement).

Information about the granted supplement will be sent to the email address indicated in the application. If the applicant has not provided an email address, they can retrieve the information in person.

FAILURE TO RECEIVE INFORMATION ABOUT THE GRANTED SUPPLEMENT DOES NOT HALT THE PAYMENT OF THIS SUPPLEMENT.
