From July 1st this year, changes in the “Clean Air” program.

Withdrawal of subsidies for coal boilers, increasing income thresholds entitling to increased level of funding, and expanding the list of qualified costs to include pellet boilers with an enhanced standard – these are three new features in the “Clean Air” program that will come into effect from July 1, 2021.

Guidelines from the European Commission, provisions of the National Reconstruction Plan and the Polish Deal, as well as existing anti-smog resolutions in individual voivodeships, which require replacing old coal boilers and limit the use of solid fuel (coal) – these factors have determined the changes in the “Clean Air” program announced earlier by the Ministry of Climate and Environment and the National Fund for Environmental Protection and Water Management, which will be effective from July 1, 2021.

End of subsidies for coal stoves
The purchase and installation of a coal stove under the “Clean Air” program will only be possible until the end of this year. Therefore, in order to receive a subsidy, the applicant must submit a funding application by December 31, 2021, which includes a coal stove, purchase and installation of this heat source, and additionally, an invoice issued by the end of the current year (this condition does not apply to applications submitted before the date of the program changes coming into force, i.e., before July 1, 2021).

Higher income thresholds
Another novelty in “Clean Air” is the increase in income thresholds in the second part of the program. The change aims to harmonize the income thresholds of the “Clean Air” and “Stop Smog” programs, so that more people can benefit from the increased level of funding in “Clean Air,” which means receiving a non-repayable grant of up to PLN 37,000. From July 1, 2021, for single-person households, the income threshold has increased by PLN 229, to PLN 2,189. On the other hand, for multi-person households, the income threshold has been raised by PLN 164, to the level of PLN 1,564 per person.

Higher subsidies for pellet boilers with an enhanced standard
According to the current provisions of the “Clean Air” program, starting from July 1, 2021, it is possible to apply for support for the purchase and installation of a pellet boiler with an enhanced standard. This is an opportunity to receive subsidies of up to PLN 9,000 (no more than 45% of the actual costs) at the basic level of funding. In the enhanced level, this subsidy amounts to up to PLN 12,000 (no more than 60% of the costs).

Details regarding this matter are determined by attachments No. 2 and 2a to the “Clean Air” program, available on the website (tab “Get funding/Clean Air, materials for download”) and on the WFOŚiGW in Katowice website, where item No. 12 mentions the purchase and installation of a pellet boiler with an automatic fuel feeding system, with a reduced emission of solid particles below 20 mg/m3.

1. Applies only to detached houses with regulated legal status and put into use.
2. Applies only to individuals with the specified income below.

The funding application is submitted by the property owner or one of the co-owners.

Applicants eligible to submit an application and receive funding are:
1) – whose annual income does not exceed PLN 100,000, qualifying them for the BASIC LEVEL OF FUNDING (if the applicant files a joint tax return with a spouse, the income is calculated by dividing the joint income from PIT by two)
(the electronic application is submitted directly by the applicant to the Provincial Fund for Environmental Protection and Water Management in Katowice, and a paper application can be submitted at the City Hall of Myszków)
The applicant, i.e., the property owner/co-owner submitting the application, provides proof of income. The basis for determining income is the PIT for the previous calendar year.

2) – whose income is as follows:
– multi-person household – net monthly income up to PLN 1,564.00 per household member
– single-person household – net monthly income up to PLN 2,189.00 per household member
they qualify for the ENHANCED LEVEL OF FUNDING
(residents cooperate with the City Hall of Myszków regarding the submission of either electronic or paper applications)
Proof of income is a certificate of income issued by the Social Welfare Center in Myszków.
