Dear Residents of Myszkow,
In reference to the press article titled “Funding for the market square has been lost”, which appeared in the pages of Gazeta Myszkowska on September 18th, I would like to assure you that the EU funding previously obtained for the construction of market halls, amounting to almost 1.2 million PLN, has not been lost and there is still a chance for its utilization, as stated in the relevant regulations. Until the end of December this year, the city can submit the project for further assessment in order to obtain the final decision on the grant allocation. For the past two years, since I proposed to the City Council of Myszkow the realization of the investment involving the construction of market halls, for which we initially obtained funding from the European Union under the North Subregion Development Program, I have not been able to convince our city councilors to reconsider the budget resolution providing for the remaining funds for the implementation of this investment. I remind you that in accordance with the procedures, in addition to EU grants, the city must demonstrate its own funds for investments, which is a basic requirement, as otherwise the grant is forfeited.
The lack of approval from the city council will result in the EU funds granted to the city for the construction of market halls being lost permanently in January 2010. We have already faced a similar situation earlier this year, when the city received a grant of 666,000 PLN for the construction of sports fields under the Orlik 2012 program, which were supposed to be built at the stadium of the Municipal Sports Club on Pułaskiego Street in Myszkow. At that time, the Myszkow City Council rejected the budget resolution project securing funds for the construction of the fields, and thus the city lost another grant.
I also want to explain to you that the project of building market halls is very important to me, as I often meet with residents of Myszkow who have themselves requested the city to finally take action in this direction and not just “promise and delay” as was the case with my predecessors, especially since many residents have become accustomed to shopping specifically at the Myszkow market square. Despite the objections of the majority of councilors regarding the implementation of this investment, which could be co-financed from EU funds, I decided to seek a private investor, with whom a contract for the construction of market halls was signed in June this year.
