On March 17, 2017, a meeting of the Silesian Association of Municipalities and Counties was held in Wodzisław Śląski. During the meeting, the nationwide local government meetings on March 2 and 16 of this year were summarized, aimed at discussing the actions of local governments in relation to the proposed limitation of the number of terms for individuals holding elective positions in local governments.
During the meeting of the Association’s Board, a position was adopted on the need to take effective actions to reduce smog. Members of the Board noted that the actions taken so far have not been effective enough in reducing low emissions. The current situation requires radical actions that, based on the current legal status, are not possible. The Board of the Association stated that it is essential for the Parliament to adopt legal provisions (as part of the national low emission program) introducing a ban on the sale of certain types of fuels and regulations regarding the appropriate quality of boilers. In addition, members of the Association’s Board recognized that an important aspect of minimizing this problem will be to restore the principles of financing tasks aimed at reducing low emissions (modernization or change of heating systems to more ecologically efficient ones, wider use of district heating and alternative energy sources – especially solar collectors), available in the past in the form of subsidies under the programs of the National Fund for Environmental Protection and Water Management “Kawka” and “Ryś”.
The issue of the presence of wild animals in urbanized areas of the Silesian Voivodeship was also raised. A key role in this area is played by broad and longstanding education in basic knowledge about the behavior of wild animals and how to deal with them. It is particularly important not to feed wild animals in urban areas and to maintain general order around garbage cans.
