Dear Sir/Madam,
Taking into consideration the discussion during the budget session, which resulted in changes being made to both the Budget for 2019 and the Multiannual Financial Forecast, I feel obliged to inform you about the previously made declarations and intentions regarding the further, gradual development of the city, which were presented to the residents in my electoral program.
I understand that not all of you voted for me, but if we consider the election result, the program I proposed to you gained acceptance from the majority of residents. It was based on the basic pillars of sound city management and finances, in line with the principle of completing ongoing investments so as not to waste time and money already spent on them. Within the program, I also indicated an offer for a large part of the residents, especially those living in apartment buildings, promising to complete the ‘Dotyk Jury’ project and connect it with a cycle path to the neighboring municipality of Żarki.
Not wanting to neglect many important issues, I proposed the construction of water pipes with prior project completion in order to determine the real amounts required for this purpose. I also proposed actions for the reconstruction of the city center, while also seeking input from urban planners and residents in the first stage of the investment. I intended to focus on relieving a number of streets from heavy traffic.
Why do I mention the basic intentions of my program? Because I wanted, as in previous campaigns, to be accountable to you for the promises I have made and those I have not. I have some regrettable news in this regard. 11 councilors have used their right to amend the budget and have introduced new, poorly recognized ideas into it, at the expense of our previous work on the streets: Krasickiego, Siewierska, Ceramiczna (from Jana Pawła II to Słowackiego), and Dotyk Jury. As a result of the proposals of the 11 councilors, new, unprepared, poorly recognized, and underestimated tasks have emerged, which may please those residents who live nearby, but the time taken to complete them will not be very quick. Therefore, I am obligated to inform you that I cannot currently implement the previously promised intentions.
At the same time, I want to declare that I will keep you informed about which tasks I am implementing, what the progress is, and which tasks I will still, respecting the will of the voters, try to bring back for implementation. I will, of course, also work on projects proposed in the budget, as it is my duty, but not wanting to waste our previous work, I will make efforts to make withdrawn investments feasible for implementation – I do not want to shelve developed projects, I want to keep my word to you. In my opinion, 11 councilors have violated the basic principle of responsible management of our money. This is not how it should be done; election programs that lost cannot be implemented based on residents’ emotions, contributing to division among the residents.
I am constantly surprised by the attitude of my former two coalition councilors from the Civic Platform. The discussions conducted earlier turned out to be worthless agreements, given their recent actions, despite my constant support in the previous two terms and during the last campaign. It only took a month for the councilors who wrote that they supported me and my program to quickly and suddenly change their minds. I am simply, in human terms, disappointed, and hence my resignation from the party, which did nothing not so much to support me personally, as the scope of intentions towards the city. I will try to gather people around me who will want to work with me on tasks for the city’s development. I do not need any party for these actions, only undivided residents of our city. Therefore, I resign from membership in the Civic Platform. I do not belong to any other party and do not plan to in the future.
Your attitude, where you do not succumb to local political games and can respect your neighbor, another resident of Myszków, builds me up. Only such attitudes contribute to speeding up the development of our beloved Myszków.
With respect – Włodzimierz Żak
